Firing at Gohar Nawaz Khan’s vehicle – Secretary dies

HARIPUR (Online)- December 17, 2011 – Secretary of MPA Gohar Nawaz was killed and two guards were injured when some unknown persons opened indiscriminate firing at Gohar’s vehicle in Haripur on Friday.

Gohar Nawaz, his Secretary Abdul Hafiz and two guards were on way to Haripur in their vehicle.

Some unknown persons opened firing at the vehicle near Dhandha Chowk and as a result Abdul Hafiz was killed on the spot while the two guards sustained serious injuries. MNA Gohar Nawaz remained unhurt. The injured were shifted to Haripur hospital. The police have registered case against the unknown persons and started investigation. According to the police, the incident seemed to be outcome of old enmity.

Sweet profiteering: 4.5 tons of ‘illegally acquired’ sugar seized

The Haripur police claimed to have seized over 4.5 tons of sugar from a warehouse owned by a local trader here on Saturday evening. The sugar was allegedly sold to the trader by Utility Stores Corporation (USC) officials.

The seized sugar was supposed to be sold at subsidised rates at different outlets in Haripur and its peripheries.

Acting on an intelligence report on the illegal sale and transfer of a large consignment of sugar, the police raided Nehmat Ali Khan’s warehouse in Mohalla Makhan Colony and arrested four people as they were offloading two trucks of sugar.
However, neither USC officials nor the owner of the warehouse were among those arrested.

According to the police, the 4,450 kilograms of seized sugar were packed in 410 USC-stamped packets of five kilograms each and 48 similarly marked 50-kilgoram sacks.

The police have also taken a truck into custody.

Sohail Khan, Akmal Jan, Muhammad Arif and ArifKhan were the men arrested. The four men, a truck driver and three labourers, confessed that the commodity was supposed to be sold at subsidised price and was illegally sold to Khan. They also disclosed the names of USC officials who had sold the sugar to Khan.

However, none of them had been arrested at the time this report was filed.

The market price of sugar is Rs70 per kilogram, while the subsidised price at Utility Stores Corporationoutlets is Rs55 per kilogram.

According to informed sources, the owners of several outlets are involved in illegally selling sugar to local traders, depriving the common man of cheap sugar.

Land sliding blocks access to 25 villages

Land sliding triggered by rains in Haripur blocked a link road connecting 25 villages of Union Council Baitgali to tehsil headquarter Ghazi, villagers and Tehsil Municipal Administration (TMA) sources told  The Express Tribune here on Saturday.
Villagers said intermittent rains in Baitgali for the past three days led to land sliding at different places on the Gali Road, which is about two kilometres from the main village. The blockage has occurred on the 179 km route that connects Baitgali to Swabi.
Consequently 25 villages housing about 32,000 people have been disconnected. School children and commuters were unable to travel to Ghazi as there is no alternative route.“It is a problem, roads are blocked and we are unable to bring groceries for Eid which is just around the corner,” said Former Union Council Nazim Muhammad Khursheed.He said that they have informed the TMA officials and DCO Haripur but so far no action has been taken, due to which life has become totally paralyzed in the area.

The Tehsil Municipal Officer Haji Abdul Malik Tanoli, a resident of Baitgali, said the road will be cleared by Sunday.

Baitgali has a water route through Tarbela Lake, for which one has to travel by boat for 3 hours to a village called Lakab, from where the villagers have to go on foot for another two hours before reaching Baitgali. It is the second-most remotest union council of Haripur district after Nara Amazai.

Islamabad-Haripur tunnel: Local leaders ask govt to restart project

The Islamabad-Haripur tunnel would not only reduce the travel time between the two cities but also help alleviate poverty in Khanpur. The government needs to approve the tunnel project as soon as possible, according to the local leaders.

Musharraf’s government had planned to link Islamabad with Haripur district through a tunnel via Margalla Hills. According to CDA’s initial survey, the six-km-long tunnel between Islamabad Capital Territory’s ( ICT) bordering village of Shah Allah Dita to Garam and Thoon Choee village of Khanpur would cost about Rs4 billion to build.

The project was expected to reduce travel time between Islamabad and Haripur by 30-40 minutes. It had initially attracted real estate investors as it was suppose to trigger a transaction of over Rs400 million, as 3000 acres in villages bordering ICT and the surrounding belt of the Khanpur Reservoir were going to be used for the purpose.

However some Islamabad-based non-governmental organisations objected to the tunnel, terming it a threat to the local ecosystem.

Former Finance Minister Omer Ayub Khan said the project would improve the living standards of people of the four union councils of Khanpur, which have remained neglected for the last 61 years. He said that the project would encourage tourism in the area by enhancing economic activities and boosted real estate which is very much needed in the face of prevailing poverty.

“The master plan of 1960s displayed at Zero Point shows that we are a part of the ICT,” said Omer Sajid, an advocate and former Nazim of Union Council Najaf Pur. He said Haripur district is a part of the ICT up to the left bank of River Haro (on which Khanpur dam was built), but has been “arbitrarily excluded” from the ICT.

Former District Nazim Haripur Yousuf Ayub Khan said that the government must acknowledge the sacrifices of people of Haripur for Tarbela dam, Khanpur dam, Ghazi Brotha Power Project and some other projects of national importance.

PML-N’s MNA and Central President Muslim Youth Organization Captain (retd) Muhammad Safdar said that building Hazara Expressway from Hassan Abdal to Mansehra would enhance trade with China.

He added that if the proposed Hattar Industrial Estate bypass is linked with the Haripur tunnel it would further reduce journey time between Islamabad and Hazara division, improving the economic condition of the local people. He said he would take the matter up with higher authorities.

City braces for Eid rush

Expecting more than a million people visiting the parks and other public spots in Islamabad during the Eid holidays, the Capital Development Authority (CDA) officials are worried about damage to trees, flowers and how to implement the  recently launched anti-littering drive.

“Majority of the visitors would be coming from adjoining districts including Rawalpindi and Haripur,” said an official of the authority. He feared that like every year, flowers and plants in parks would be damaged.More damage is done to trees and plants during Eid holidays than the whole year,” he added.

With few places for outing available in Rawalpindi, Taxila, Hasanabdal and smaller towns, people make a beeline for the capital and the adjoining hilly areas.

“Rawalpindi only has only three parks – Jinnah, Ayub and Nawaz Sharif. They are crowded even on weekly holidays,” said Mohammad Qasim, a government employee, who lives in Waris Khan. The authority has written to Islamabad Traffic police on managing the huge traffic rush during the Eid holidays.

Officials expect that the Lake View Park would be receiving the most number of visitors. Other prominent spots that the people will be visiting are Murghzar Zoo, Daman-e-Koh, F-9 Fatima Jinnah park, Pakistan Monument Shakarparian, Rose and Jasmine Garden.Even small parks and green belts will witness a large number of people, according to officials.

“All our staff will be on duty during the Eid holidays,” Dr Suleman Sheikh, CDA’s director general environment, told Dawn. He added that maintaining and controlling the huge mob like merrymakers is a challenge. “We have broken pots, uprooted plants, and plucked flowers but we are more worried about any mishap or a fight breaking out,” he added.

Another officer posted at the Lake View Park said up to 500,000 visitors are expected during the four days.

“The park has around 300 staff and around 80 per cent of them will be on duty during Eid days. Gardeners of other parks have also been called to the Lake View,” he added. On the other hand, the management of Murghzar Zoo has appealed to the massed not to feed and tease animals. Animals get sick. They have digestive problems when fed with junk food.  Animals seriously fell ill when they are given stuff like chewing gums,” said Dr Saleem Ansari, the zoo’s vet.

The holiday rush will also be a test for the CDA’s newly launched anti-littering campaign. Though the authority has started issuing tickets over littering, officials say given the huge number of visitors during the Eid holidays they would not be able to implement the new campaign.

“Telling everybody not to throw litter on roads will be difficult. Many people, especially youngsters, start fighting over this,” an official, who did want to be named, said.“Most difficult part is to clean the roadsides as people throw wrappers, cigarette packets and disposable items out of the moving vehicles.”—Kalbe Ali

Quake jolts Haripur

PESHAWAR: An earthquake measuring 5.5 on the Richter scale jolted various districts of Khyber Pakhtunkhwa, including provincial capital in the wee hours on Saturday.  According to met office, earthquake of moderate intensity hit Peshawar, Mardan, Chitral, lower Dir, Rawalpindi, Haripur, Abbottabad and Tarbela. The epicentre of the earthquake was in Hindukush range.  However, no loss of life or property had been reported till the filing of the report.

Waste from the Hattar Industrial Estate (HIE) is taxing the nearby ecosystem and putting people at risk of various diseases. Moreover, because Pakistan is a member of the World Trade Organisation, products from these industries can be banned by international bodies.

Spread over an areaof 1,063 acres, the HIE houses 215 operational, 378 closed, 162 under construction and 98 sick industrial units; it houses chemical, vegetable oil manufacturing, steel,  paper, cement, marble, pharmaceutical, textile, poultry feed and beverages industries, which according to a report of the Environmental Protection Agency (EPA), are the key source of pollution in the area.

Apart from hazardous emissions by marble, fibreglass, cement, poultry feed and steel manufacturing units, most of the units do not have waste treatment facilities. The firms discharge their untreated effluent in Jhar, Noro and Dojal drains. It has been estimated that 20,000 gallons of wastewater is discharged into these drains every day.

The industrial waste then passes through more than 100 villages of Haripur and Attock; a part of the waste is absorbed by the cultivated land, while the rest ends up in ditches and ponds.

Due to the absorption of water by the land, the villagers are at a greater risk of harmful diseases such as brain tumour, bronchitis, kidney, lung and skin diseases and bone deformation, according to doctors.

Residents also complain of bad smell coming from the water, due to decomposition of solid waste and volatile organic compounds.

According to a study carried out by Rural Development Project, a local non-governmental organisation (NGO), unchecked industrial waste has reduced the agricultural produce by 30 to 40 per cent, while over 20 per cent of people living near HIE are suffering from skin allergies and kidney, respiratory and eye diseases.

There have been efforts to curb pollution in the past. During the tenure of Shaukat Aziz, the former prime minister, Haripur embarked on a plan to mitigate pollution through establishment of the Combined Effluent Treatment Plant (CETP).

The Ministry of Environment principally agreed to establish the CETP on February 3, 2007 at a cost of Rs225 million in Phase IV of the HIE. The purpose of the plant was to bring pollutants under permissible limits.

The project was proposed to be set on two hectares, and would have been completed in three years. The annual operating and maintenance cost for the project was estimated at Rs 39.72 million, which was to be born by the Ministry of Environment for three years, before handing it over to HIE CETP Company.

The stake of shareholders was fixed at 50 per cent for the government, 25 per cent for Export Development Fund, 15 per cent for provincial government, five per cent each for the district government and the private sector.

The project would have reduced pollution, improved conservation of natural resources and ecological assets, rehabilitate destroyed land and reduce the health budget by 30 per cent.

However, the plan was shelved as soon as the previous government ended its term.

HIE Industrialists’ Association Vice President Malik Ashiq Awan said that the industrialists are ready to contribute their share for the construction of CETP. However, he s aid that the entrepreneurs are paying billions of rupees to the government and it should do its bit to protect the environment.

Sarhad Development Authority (SDA) Manager Yousuf Khan said their plan for the HIE includes a treatment plant for industrial waste, maintenance of infrastructure, installation of street lights, drains and water supply. Khan said that the SDA is motivating industrialists to “respect” EPA laws.

He said that the cement manufacturers were using electric precipitators in their units, due to which dust emission has been controlled to a great extent.

However, the officials of an NGO Sharaf Foundation believe that one of the cement plants was using an outdated dust control system which gets tripped after some time, causing the dust to be emitted unchecked.

The city police recovered four bodies from a house near Khala Batt Township on Monday | HARIPUR

A relative of the victims said that they were killed due to a family enmity.

The police  on an information arrived at the house and found bodies of two men and two women.

The police had to break open the main door to enter the house.The bodies were shifted to Haripur District Hospital. Police said that the victims  had been shot dead in the small hours of Monday.

Investigations revealed that some guests were present in the house on Sunday night and police officials suspect that the guests are involved
in the crime.

Police have begun their search for the unidentified guests.

A relative of the victims said that they were killed due to a family enmity. He said the head of the family, Muhammad Amin, is currently in jail in Afghanistan. According to media reports, the murdered people were  persian speaking Afghan refugees.
